Jeff Sheffield, a 31-year transportation professional, is the executive director of the independent four-county North Florida Transportation Planning Organization (North Florida TPO) handling transportation planning and prioritizing in the region. He has a Master of Science in urban planning from Florida State University.
Working with partner agencies, he has championed results-oriented investment in intelligent transportation systems (ITS), traffic incident management, safety, bicycle and pedestrian planning, freight and logistics planning, Clean Fuels and multi-modal improvements. Most recently, Mr. Sheffield has focused on innovation through the Smart North Florida Initiative. An outgrowth of the North Florida TPO Intelligent Transportation Systems program, Smart North Florida is a non-profit organization focused on resource investment in regional collaboration, data coordination and smart technology.

Clark oversees the development of the Long Range Transportation Plan, Unified Planning Work Program and list of region-wide priority projects. Clark is an innovative transportation engineer with more than twelve years of experience in traffic engineering/transportation planning including connected and autonomous vehicle deployment, traffic operations and emerging technologies. He is a registered PE in the state of Florida and has a Master’s Degree and PhD in Civil Engineering from the University of Florida. He worked in consulting for several years working on traffic engineering, planning, data analysis and technology related deployments.
Clean Fuels Coordinator, Transportation Improvement Program, Bicycle/Pedestrian, Commuter Services
Elizabeth is a 20+ year transportation professional who joined the North Florida TPO in 1999. She previously managed the Duval County Transportation Disadvantaged and bicycle/pedestrian programs. Currently, she manages the Transportation Improvement Program development and serves as the North Florida Clean Fuels Coalition co-director, working with coalition partners and the U.S. Department of Energy. Elizabeth received a Master’s degree in Economic Development Planning from the University of Puerto Rico.

Angela is responsible for all aspects of financial management and HR, and serves as the agency’s Record’s Management Liaison Officer. She has over 18 years of experience in the public sector, previously serving as an accountant with the Northeast Florida Regional Council before joining the TPO in 2010. She is an active member of the Florida Government Finance Officers Association (FGFOA) and the Florida Records Management Association (FRMA). She holds a Master of Business Administration in finance from Nova Southeastern University and a Bachelor of Business Administration in accounting from the University of North Florida.
Media, Communications and Marketing, Public Participation, Title VI
Marci handles organizational branding and visibility, external/public outreach, media and community relations, event planning and marketing for the agency, programs, studies and special projects. In addition, she is the co-director for the North Florida Clean Fuels Coalition, a long-standing TPO-supported initiative with the Dept. of Energy. The coalition, one of 75 across the nation, works with the region’s government agencies and transportation providers to identify opportunities for reducing emissions by converting to alternative fuels.
Marci has worked in communications, government and public affairs for Southern Railway, Norfolk Southern Corporation and Amtrak, all in Washington, D. C., and Amtrak and the Jacksonville Transportation Authority in Jacksonville. She is an Accredited Business Communicator* from the International Assn. of Business Communicators.
Office Management, Board, Technical and Citizens Advisory Committees, Board and Staff Support
Jennifer’s responsibilities include Board, Technical and Citizens Advisory Committees, Board Support, and Office Management. She has over 29 years of experience in the public sector, previously serving as the Executive Assistant to the CEO of JTA before joining the TPO in 2017. She earned an Associate Degree from Bryant & Stratton Business Institute for Legal Secretary.
Bicycle/Pedestrian, Clean Fuels and Project Management
Thalia is a UNF graduate with a Bachelor of Arts in Political Science , City/Urban, Community and Regional Planning. She began her transportation planning career with the City of Jacksonville in 2022 and joined the TPO in 2024.

As the host agency for the North Florida Clean Fuels Coalition, we continued to pursue research, education and outreach through studies, webinars and events, including our 2024 Alternative Fuels and Vehicles Expo.
Building on our role as a leading hub for alternative fuels, the Regional Clean Fuels Master Plan identifies 100 opportunities for fleets to transition to clean fuels. These efforts can displace more than 10 million gallons of gas and diesel use, reduce fuel costs, improve our health and the environment.
Supporting innovation, Smart North Florida serves as a vital testbed for cutting-edge technology, collaborating with partners to harness data for smarter, safer and more efficient transportation solutions. The North Florida TPO continues to sponsor this effort and help guide investments to improve our transportation network.
