The 2024 Congestion Management Process (CMP) is our guide to reducing congestion and resulting economic, social and environmental impacts.

Every five years, we update the CMP by

  • reviewing best practices
  • defining goals, objectives and performance measures
  • designating the state highway and local arterial congestion planning network
  • identifying regional congestion spots and system bottlenecks
  • recommending improvement strategies

Focus areas include economic competitiveness, livable and sustainable communities, safe and secure travel, mobility and accessibility, equity, asset preservation and maintenance, reliable and resilient infrastructure, tourism and future technologies that support transportation.
